A million over five years averages 200,000 annually, but arithmetic does not guarantee an annual delivery schedule. A 2030 target also differs from a programme ending in 2031.
Net, gross, direct and indirect jobs
Gross creation counts new positions before job losses. Net creation subtracts positions lost. Direct jobs belong to the activity itself; indirect jobs arise in suppliers and related activities. A temporary construction post does not necessarily become a permanent job after an event.
Targets covering the same project and its suppliers can double-count people when added together. Public recruitment, private employment, self-employment and formalisation also differ: a newly registered CNSS worker may already have been doing the job informally.
Sectors and funding
PAM names industry, offshoring, agriculture, sport and World Cup-related activities. The periods and definitions of those subtargets need checking before addition. It estimates MAD 350 billion in additional spending over five years for its entire programme, not employment alone.
PPS projects MAD 575 billion in additional spending and MAD 622 billion in extra revenue over five years. These are manifesto assumptions, not money already collected. Where comparable budgets are absent here, that establishes neither zero cost nor secured funding.
The statistical starting point
HCP measures 10.643 million people in employment for pay or profit in Q2 2026, with strict unemployment at 9.5%. The quarterly gain of 279,000 jobs cannot simply be multiplied by four: seasonal activity and labour flows change.
The new EMO survey differs from the former ENE. Programme baselines such as PAM’s 10.8% and the PPS summary’s 13% do not all describe the same period or methodology. Our HCP data guide explains the break.
Evaluating eventual results
Useful evaluation would track net jobs under a stable definition, duration, earnings, social registration and access for young people and women. Announced projects, invested money and training places are inputs; alone, they do not prove additional employment.
Frequently asked questions
Would one million jobs mean one million fewer unemployed people?
Not necessarily. People enter and leave the labour force, and some recorded changes concern employment status.
Can industrial and World Cup jobs be added together?
Only where populations, periods and definitions are separate and double counting can be excluded.
