Key points
- Board decisions concern management; personal entitlements still depend on the scheme and individual record.
- The 25.08 million figure covers people eligible under CNSS-managed AMO schemes in 2025, including dependants. It is neither an employee count nor Morocco’s total insured population.
- Two proposed subsidiaries concern digital services and polyclinics. Approval of a project does not establish that it is already operating.
- Employees, self-employed workers and AMO-Tadamon beneficiaries follow different procedures.
What was announced, and what period do the figures cover?
According to the CNSS statement reported by SNRT News and Médias24 on 4 September, the board chaired by Nadia Fettah approved the management report, accounts, action plan and 2026 budget. Declared payroll reached MAD 244.84 billion in 2025. That is a wage aggregate, not the institution’s budget.
| Indicator | Published figure | Meaning |
|---|---|---|
| Declared employees | 4.24 million, 2025 | Workers declared by employers |
| Declared payroll | MAD 244.84 billion, 2025 | Reported wages, not benefits paid |
| AMO-eligible population | 25.08 million, 2025 | Multiple schemes and dependants |
| 2026 budget | Approved | No unverified total reproduced here |
The national figure of more than 32 million AMO beneficiaries in the preparatory 2026 budget documents has a broader scope. Comparing it directly with CNSS eligibility figures would not demonstrate a fall in coverage.
Employees: check three parts of your record
Start with your identity and registration number. Changing employer is not a reason to accumulate personal identifiers. Next check declared employment periods and wages, then your AMO entitlement status. A deduction on a payslip and a declaration registered by CNSS are separate records that should agree.
For a missing period, retain your contract, payslips and evidence of employment. Ask your employer for the declaration or correction reference. If the discrepancy remains, take a documented request to CNSS. Our practical CNSS guide explains how to prepare and find official services.
The September board meeting should not be described as a general increase in contributions. A payroll calculation requires each contribution branch, its assessment base, any ceiling and the employee/employer split.
Self-employed workers: your category matters
Check the professional category under which you are registered and its applicable assessment base. Another self-employed person’s payment may not apply to you. A contribution notice, a recorded payment and active benefit rights are different stages.
The recent statement discusses improving collection. It does not establish a general debt waiver, amnesty or removal of eligibility conditions. Before paying to regularise a record, request a breakdown of the periods concerned and clarification of the resulting entitlement status.
AMO coverage is not full reimbursement of every bill
Check rights on the treatment date, the beneficiary’s identity, required documents, prior approval where applicable and reference tariffs. Reimbursement based on a reference tariff can leave an out-of-pocket balance when the provider charges more.
For a rejected or incomplete claim, obtain the precise reason before resubmitting it. Invoices, prescriptions, identity documents and bank details serve different purposes. Keep legible copies and dated proof of submission. Do not share medical records or login codes in public comments.
Digital services and polyclinics: look for actual delivery
The proposed subsidiaries address digital transformation and polyclinic management. Useful outcomes for patients would include easier record access, clearer tracking, shorter processing times and continuity of care. Announcing a structure does not guarantee an immediately available service.
Institutional AMO reforms also have implementation stages. Public-sector insured people should follow instructions from their current administrator and employer; this article does not advise them to transfer their own records without an official instruction.
Frequently asked questions
Are all 25.08 million beneficiaries employees?
No. The AMO-eligible population includes several insured groups and dependants. Declared employees are a separate measure.
Does budget approval immediately change my contributions?
Budget approval alone does not create a new contribution rule. Check the legal provisions for your scheme and the CNSS notification.
How do I investigate a missing declaration?
Check your official MaCNSS account against your payslips, ask your employer for the declaration reference and contact CNSS with supporting documents if necessary.
