HACA defines a 39-day audiovisual election period: 26 days of precampaign and 13 days of official campaigning. Its provisions apply to the services within its scope; they should not automatically be treated as rules for every private internet post.
Radio and television: pluralism and transparency
The decision allocates overall airtime among three categories of parties: 50% to the first category defined by parliamentary representation, 30% to the second and 20% to the third. Each category’s allocation is shared equally within that group. This does not mean identical airtime for every party.
Coverage of a specific candidacy requires equivalent treatment of candidacies in the same constituency. HACA also calls for separation of news and commentary, disclosure of contributors’ affiliations and protection against misleading content, including artificially altered images or voices.
Polls and election day
HACA suspends audiovisual publication of election-related polls from the fifteenth day before the campaign begins until voting ends. On 23 September, its rules prohibit electoral content benefiting parties and results before voting has ended nationwide.
Campaigning ends at midnight on the 22nd. Do not infer an extra campaign day or a 48-hour silence absent from the cited timetable. Check the legal provisions applicable to the particular medium.
Documented meetings and launches
PPS published its programme presentation on 2 September. On 4 September, RNI reported a meeting in Jorf El Melha where Mohamed Chouki presented commitments including a MAD 5,000 minimum wage. These are past events, not a future meeting schedule.
Before attending a gathering, check the party’s official channel for the date, location and access arrangements that day. Posters from an earlier event or another city can recirculate. No unconfirmed future times are listed here.
Spending and prohibited practices
HACA regulates audiovisual media; its decision does not establish a candidate’s spending ceiling. Spending limits, records and financial-account obligations depend on the electoral legislation and relevant oversight. We do not reuse a ceiling from an earlier election without 2026 verification.
The decision prohibits covered programmes from inciting hatred, disclosing protected data or making fundraising appeals. When reporting an issue, retain the link, date, medium and relevant passage. An unsupported allegation cannot establish an offence.
